Belgocontrol is an autonomous public company, created on October 2nd 1998, with the mission to guarantee the safety of air navigation in the airspace for which Belgium is responsible. Its zone of activities extends from ground level (at the airports of Brussels National, Antwerp, Charleroi, Liege and Ostend) to 8,000 metres for Belgium and from 4,500 to 8,000 metres for the grand duchy of Luxembourg. The Eurocontrol centre in Maastricht is responsible for the area above 8,000 metres, and jointly manages the air traffic of the upper airspace of Belgium, Luxembourg, the Netherlands and the western part of Germany. Belgocontrol manages the air traffic at five public airports: permanently at Brussels National Airport, Antwerp, Charlerloi, and Ostend, and only at night during the week and 24/24h during weekends in Liege (the military is responsible for the traffic control by day during the week). The ESSP (European Satellite Services Provider) was founded on April 4th 2001. Its shareholders (or Members) are 6 key European Air Traffic Service Providers (ATSPs), which are also members of the EOIG and signatories to the ESA ARTES-9 programme. The very nature of EGNOS – a safety critical satellite navigation system composed of geographically disseminated elements – dictated the creation of a centralised coordination company. EUROCONTROL's Maastricht Upper Area Control Centre (UAC) ensures the safe, efficient and expeditious flow of civil aircraft in the upper airspace (above 24,500 feet, or roughly 7.5 km) of Belgium, the Netherlands, Luxembourg and the North-West of Germany. In operation since 1972, this avant-garde four-State regional cooperation project is the first example of functional airspace consolidation, taking due account of operational requirements and major traffic flows. DFS is entrusted with the safe, orderly and expeditious handling of air traffic, which includes the development and provision of air navigation services in Germany. Air traffic controllers handle several thousand aircraft movements a day, and more than 2.7 million movements every year. To this end, DFS operates one of the largest European air traffic control centres in Langen, near Frankfurt, as well as four other radar control centres in Berlin, Bremen, Karlsruhe and Munich. In addition, DFS controllers and other specialist staff work at the 17 international airports in Germany, the regional airports Niederrhein and Altenburg-Nobitz and at the EUROCONTROL Centre in Maastricht, the Netherlands.
